Proposed Legislation
Citizens for Voting Integrity New York supports the following proposed legislation (click on link for more details):
URGENT: Pass the Hybrid Ban Bill to protect our hand marked paper ballot system
Assembly Bill A1115 (Paulin) / Senate Bill S309 (Myrie)
Passed the NYS Senate last year
The bill amends election law §7-202 to say that a voting machine or system approved by the state board of elections shall be constructed so that, after the paper ballot is cast by the voter, the voting machine or system never passes the cast ballot under a printer that can print votes onto the ballot, including as a result of unauthorized, malicious and/or faulty software and/or firmware.
This bill will address one of security experts' primary concerns about “hybrid” voting machines, namely that the printer and the scanner share the same paper path. This type of system undermines our current system of hand-marked paper ballots and makes hand count audits unverifiable. Touchscreen voting machines of this type are currently under consideration by the New York State Board of Elections, so passage of this bill is urgent.Amend the law to allow Recount Escalation by either commissioner
A8448/S6735 – audit by one commissioner
Amend NYS election law section 9-211.1 to require that all audits be performed by hand not by “automated audits”
Legislation pending
Clarify that ballot images are public documents subject to Freedom of Information Law (FOIL)
Legislation pending
Amend legislation to provide cheaper, more secure and more accessible voting machines to be certified for purchase by New York counties. New York should not be at the mercy of vendors who only submit voting machines that they want to sell us. Dominion has better machines, but only wants to sell New York the ICE, its most expensive machine.
A8449/S6734 – changes RFP process, maintenance contracts
Change the procurement process to an RFP process to put New York back in control of voting machine acquisition.
A8597/S6733 – Ban Certain Hybrid Voting Machines
